Evernote web clipper chrome does not work

HI, I have win 7, Chrome ver Version 27.0.1453.116 m, clipper version 5.9.16, when I click on the clipper icon I either get nothing at all (mostly), can not sync page, waiting for page. I have uninstalled both clipper and Chrome and after an install it occasionally works once. Any ideas?
